张瑞金，男，汉族，1966年5月出生，山东省成武县人，水利部国际经济技术合作交流中心教授级高工、处长，长期从事跨界河流问题研究，获得水利部授予的全国水利科技工作先进个人荣誉称号。作为项目负责人或主要参加者，先后承担完成了国家“十一五”科技支撑计划项目、水利部公益性行业科研专项经费项目、水利部基建前期项目、水利部标准化项目、国际河流管理专项资金项目等课题的研究工作。发表论文10多篇，出版专著4部。
