基本情况
何胜，目前担任中国现代国际关系研究院海洋战略研究所所长、研究员，并在国内多个大学和智库兼职担任研究员,在国内外有关期刊和杂志以及研讨会上就中国周边海洋安全、南海问题、东南亚地区形势与对华关系、越南内政外交与中越关系等发表文章或参与讨论。此前，何曾在中共中央对外联络部二局担任副处长，负责周边政党外交工作。何还曾担任中国驻越南大使馆经济商务参赞处二秘、一秘，从事越南经济和中越经贸合作研究。曾赴越南、柬埔寨、泰国、缅甸、菲律宾、印度尼西亚、韩国、美国、俄罗斯、哈耶克斯坦、蒙古等国访问或从事学术交流活动。何母语为中文，精通越南文，英语能阅读并进行简单交流。

2. Biography
He Sheng, research fellow, is currently director of Institute of Maritime Studies of CICIR,and also visiting professor in many Universities and Think Tanks in China. He has yielded impressive results in periodicals, magazines as well as seminars both at home and abroad concerning maritime security towards periphery, South China Sea,Southeast Asia; internal and foreign affairs of Vietnam and Vietnam’s relationship with China.
Previously, He Sheng has been deputy director of No.2 office in the International Liaison Department of the Central Committee of the CPC, in charge of party-diplomacy among neighboring countries. He Sheng has also served as second secretary as well as first secretary in Economic and Commercial Counselor's Office in Chinese Embassy to Vietnam, working on Vietnam's economy and China-Vietnam economic and trade cooperation. He Sheng has been visiting to Vietnam, Cambodia, Thailand,Burma, Philippines, Indonesia, Korea, America, Russia, Kazakhstan, Mongolia, etc., and carrying out academic exchanges with local scholars.
